A bill to amend title 10, United States Code, and the Military Selective Service Act to permit the assignment of members of the Armed Forces who have completed basic training and training in a military specialty as is prescribed by the Secretary concerned to overseas areas free from hostile fire, and to permit the release of Reserve component enlistees from their initial active duty for training and training in a military specialty as is prescribed by the Secretary concerned.

Summary
Authorizes the Secretary of Defense (or the Secretary of Transportation with respect to the Coast Guard when it is not operating as a service of the Navy) to promulgate regulations to permit a member of an armed force who has completed basic training and training in a military specialty as is prescribed by the Secretary to be assigned to active duty on land outside the United States and its territories and possessions where members of the armed forces are not subject to hostile fire. Permits any person enlisted in a reserve component to be released from active duty upon completion of basic training and training in a military specialty. Provides that such training will exempt such person from the training requirement of the Military Selective Service Act.
