A bill to amend the Domestic Volunteer Service Act of 1973 to provide for programs of national and local significance, and for other purposes.

Summary

Amends the Domestic Volunteer Service Act of 1973 to require the Director of the ACTION Agency to establish, within each volunteer program under such Act, a program for making grants to support programs that address urgent national problems in a creative way on a local level. Gives priority for such grants to the following volunteer programs of national significance: (1) assistance to individuals with chronic and debilitating illnesses such as acquired immune deficiency syndrome (AIDS); (2) reduction of drug and alcohol abuse; (3) assistance to teenage parents; (4) senior volunteers mentoring youths in need of guidance; (5) adult and school-based literacy programs; (6) respite care, including home care for the elderly or for disabled or chronically ill children; (7) before- and after-school programs, at libraries and other organizations, serving children of working parents; (8) caring for boarder babies; (9) services to children with special needs in child care; (10) care of developmentally disabled adults at home or in community-based settings, including involvement of such individuals in volunteer work; and (11) tutoring of educationally disadvantaged children.
