A bill to amend the Alaska National Interest Lands Conservation Act to improve the management of Glacier Bay National Park, and for other purposes.

Summary

Amends the Alaska National Interest Lands Conservation Act to permit: (1) subsistence uses of Glacier Bay National Park by local residents where such uses are traditional and in accordance with subsistence use provisions of such Act; and (2) the exercise of valid commercial fishing rights or privileges in the Park if the fishery was in existence on or before 1989. Authorizes and directs the Secretary of the Interior, upon request by a qualified applicant for an entry permit, to permit up to two passenger vessels of specified tonnage to cruise in the Park from June 1 through August 31 annually. Permits the Secretary to change the number of authorized vessels only if the Secretary has engaged in a consultation and received a biological opinion concerning impacts on endangered species required by the Endangered Species Act. Directs the Secretary to contract with the Arctic Research Policy Commission to study and report to specified congressional committees on the effects of operations of passenger-carrying vessels of more than 100 gross tons displacement on whales in the Park. Reserves Alaska's claim of title to tidal or submerged lands. Authorizes appropriations.
