Summary

Amends the Magnuson-Stevens Fishery Conservation and Management Act to add Rhode Island to the Mid-Atlantic Fishery Management Council. Excludes fisheries in the Atlantic Ocean seaward of Rhode Island from the Council's authority. Increases the Council's number of voting members from 21 to 23, and from 13 to 14 the number appointed by the Secretary of Commerce.
