Summary
Workforce Reinvestment and Adult Education Act of 2003 - Amends title I of the Workforce Investment Act of 1998 (WIA) to revise provisions and reauthorize appropriations for workforce investment systems for job training and employment services, including the Job Corps. Amends title II of WIA, also known as the Adult Education and Family Literacy Act, to revise provisions and reauthorize appropriations for adult basic skills education, including adult education and family literacy programs. Amends the Wagner-Peyser Act to: (1) require employment services offices in each State to be co-located with comprehensive one-stop centers under WIA-I; and (2) revise provisions and reauthorize appropriations for the workforce and labor market information system to be carried out through grants or cooperative agreements with the States. Amends the Rehabilitation Act of 1973 to revise provisions and reauthorize appropriations for vocational rehabilitation services. Amends the Helen Keller National Center Act to reauthorize appropriations for such Act in general and for the Helen Keller National Center Federal Endowment Fund.
