Effigy Mounds National Monument Additions Act - Allows the Secretary of the Interior to acquire by purchase, from willing sellers only, specified parcels of land in Allamakee and Clayton Counties, Iowa, for addition to the Effigy Mounds National Monument. Modifies the boundary of the Monument to include such parcels. Authorizes appropriations.
