Authorizes the Administrator of Veterans Affairs to provide educational assistance to veterans after the 10-year delimiting period if such veterans: (1) were released after January 1, 1970; (2) were married to a member of the armed forces and resided with such member during the 10-year delimiting period; and (3) were unable to pursue an educational program because their residences were not within a reasonable commuting distance of an approved educational institution.
