Employer Free Speech Act - Declares that the proposed rule issued by the National Labor Relations Board (NLRB) entitled "Notification of Employee Rights under the National Labor Relations Act" and published in the Federal Register on August 30, 2011, shall have no force or effect. (The proposed rule, at 76 Fed. Reg. 54006, would require employers, including labor organizations in their capacity as employers, to post notices informing employees of their rights to bargain collectively under the National Labor Relations Act.)
