A bill relating to Federal payments with respect to expenditures for the operation of State plans for child support established pursuant to title IV-D of the Social Security Act.

Summary

Amends part D (Child Support and Establishment of Paternity) of title IV of the Social Security Act to prohibit the Secretary of Health, Education, and Welfare from making payments to a State after April 1, 1980 unless with respect to all prior payment periods, under part D, the State submits a full and complete report as to the amount of child support collected and disbursed and all expenditures with respect to payment under part D are authorized. Amends part A (Aid to Families with Dependent Children) of title IV of the Act to stipulate that payments to a State under part A shall be reduced in addition to other reductions presently in force, by such amounts as are necessary to provide the "appropriate reimbursement of the Federal Government" required of a State under part D out of that portion of child support obligations retained by it pursuant to part D.
