Amends title XVI (Supplemental Security Income) (SSI) of the Social Security Act to exclude amounts placed in a trust established under State law to supplement an SSI recipient's care, support, and treatment from such recipient's income and resources for SSI eligibility purposes. Excludes such amounts from an SSI recipient's income for Medicaid (title XIX of the Social Security Act) eligibility purposes.
