Summary
Directs the President to reimburse a community for each purchase of supplies (such as food, personal hygiene products, linens, and clothing) equal to 100% of the amount expended for the purchase. Makes reimbursement available only for supplies purchased with taxpayer dollars which would otherwise be eligible for reimbursement if purchased by a Katrina Survivor. Prohibits reimbursement for any supplies purchased with funds from a charitable contribution.
