Directs the Secretary of Labor to require contractors and subcontractors for construction or repair work on public buildings, public works, or federally financed buildings or works to submit notarized statements concerning wages to be paid or paid during the contract or subcontract period at the beginning and end of such period (rather than weekly statements on the wages paid each employee).
