Large Scale Driftnet Fishing on the High Seas Prohibition Promotion Act - Amends the Magnuson Fishery Conservation and Management Act to require the Secretary of State to secure an international ban on large-scale driftnet fishing on the high seas as soon as possible. Requires a report to the Congress on the progress of negotiations and annual reports until an agreement is reached.
