Summary

Amends the Communications Act of 1934 with respect to charges for the use of a broadcasting station by any legally qualified candidate for public office to allow such candidates to receive the lowest applicable unit charge if the communication or advertisement is for one minute or longer and contains a clearly identifiable photographic or similar image of such candidate during at least 75 percent of the broadcast time.
