Summary
Prohibits increasing the numbers of U.S. armed forces in El Salvador, Guatemala, Honduras, and Nicaragua above the number in those countries as of August 1, 1983, unless: (1) Congress has declared war or enacted specific authorization for an increase of U.S. armed forces; or (2) the armed forces are necessary to meet a clear and present danger of attack upon the United States or to meet a clear and present danger to, and to provide essential and immediate evacuation of, U.S. citizens.
