Summary
Legalizes the advertisement, listing of prizes and other information concerning bingo games when such games are licensed by the laws of a State and the information is contained in a newspaper of general circulation published in that State. Exempts such actions from penalties imposed on the use of the postal service for gambling operations. (Adds 18 U.S.C. 1308; Amends 39 U.S.C. 3005(d)(1))
