Directs the Secretary of Commerce, acting through the Assistant Secretary of Commerce and Commissioner of Patents and Trademarks, to request the National Research Council of the National Academy of Sciences to conduct a comprehensive study, taking into account the diverse needs of Internet users, of the short- and long-term effects on trademark and intellectual property rights holders of adding new generic top-level domains and related dispute resolution procedures. Describes matters to be assessed by the study and requires the study to make recommendations for policy, practice, or legislative changes. Directs the Secretary to report study findings and recommendations to the Senate and House Judiciary Committees. Authorizes appropriations.
