Summary
Education Amendments - Title I: Amendments to the Elementary and Secondary Education Act of 1977 - Amends the Elementary and Secondary Education Act of 1965 to extend (1) payments to State educational agencies by the United States Commissioner of Education; (2) minimum payments for State operated programs; (3) the existence of the National Advisory Council on the Education of Disadvantaged Children; (4) appropriations authorized for grants for school library resources, textbooks, and other instructional materials in public and private elementary and secondary schools; (5) payment by the Commissioner of the costs involved in provisioning a State with such library resource materials in a State which has no agency to provide such materials; (6) appropriations authorized for supplementary educational centers and services, model programs, guidance, testing, and counseling; (7) partial approval of State plans in substantial compliance with such Act; (8) the existence of the National Advisory Council on Supplementary centers and services; (9) appropriations authorized for additional funds to States for Library resources and supplementary educational centers and services; (10) appropriations authorized for programs to strengthen State departments of education and local educational agencies; (11) appropriations authorized for State and local programs of educational planning; (12) appropriations authorized for dropout prevention programs; (13) appropriations authorized for grants to local education agencies for projects to improve school nutritional and health services for children from low-income families; (14) appropriations authorized for consumer education programs; (15) appropriations authorized for bilingual education programs; (16) appropriations authorized for ethnic heritage studies programs; and (17) the existence of the National Council on Quality in Education until October 1, 1983 , and authorizes to be appropriated necessary funds for such Council. Title II: Federal Impact Aid Programs - Extends Federal payments to local educational agencies for financial burdens placed upon them by: (1) the Federal acquisition of property within the districts of such agencies; (2) children of persons who reside or work on Federal property or who are active in the uniformed services; and (3) a substantial increase in attendance as a direct result of Federal activities. Extends Federal payments to local educational agencies for assistance from certain disasters. Extends Federal payments for school construction in areas having substantial increases in attendance as a result of new or increased federal activities. Title III: Extension of Related Education Programs - Amends the Adult Education Act to extend: (1) appropriations authorized for programs for elderly persons with limited knowledge of English; (2) the existence of the National Advisory Council on Adult Education; (3) appropriations authorized for such Act; and (4) appropriations authorized for educational programs for adult Indians. Amends the Elementary and Secondary Education Act of 1965 to extend appropriations authorized for educational programs for Indian children. Amends the Indian Education Act to extend: (1) appropriations authorized for special educational training programs for teachers of Indian children; (2) existence of the National Advisory Council on Indian Education; and (3) authorization of the Commissioner of Education to award fellowships for Indian students. Amends the Emergency School Aid Act to extend: (1) appropriations authorized for programs under such Act to eliminate segregation and discrimination in elementary and secondary schools; and (2) appropriations for the National Advisory Council on Equality of Educational Opportunity. Amends the National Defense Education Act of 1958 to extend appropriations authorized for: (1) strengthening instruction in academic subjects; and (2) foreign studies and modern foreign language instruction. Amends the General Education Provisions Act to extend the availability for succeeding fiscal years of unused funds appropriated under such Act. Amends the Education Amendments of 1974 to extend appropriations authorized to improve various reading programs under such Act. Amends the Special Projects Act to extend appropriations authorized for programs under such Act. Amends the Education Amendments of 1974 to extend appropriations authorized relating to: (1) education for use of the metric system; (2) gifted and talented children; (3) community schools; (4) career education; (5) women's educational equity; and (6) elementary and secondary education in the arts.
