Harlem Renaissance Cultural Zone Act of 1999 - Directs the Secretary of the Interior to conduct a study of alternatives for commemorating and interpreting the history of the Harlem Renaissance, including: (1) establishment of a new unit of the National Park System; (2) establishment of various designations for sites relating to such history; and (3) cooperative arrangements with State and local governments, historical organizations, and other entities.
