Requires the Director of the Office of Personnel Management (OPM) to: (1) establish a training program for all Federal agency retirement counselors to fully promote informed retirement decisions by Federal employees; and (2) designate and publicize a telephone number at OPM which annuitants may call to obtain answers to questions relating to retirement benefits.
