Summary

Amends the Federal Election Campaign Act of 1971 to waive contribution limitations in a Federal election in which a candidate spends more than $35,000 from personal or immediate family funds. Requires candidates to file expenditure declarations with the Federal Election Commission. Grants an automatic expenditure waiver to any opponent of a candidate failing to file this declaration.
