Gramm-Rudman Repeal Act - Repeals the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), except for specified provisions concerning the restoration of funds to the social security trust funds and other Government trust funds, the budgetary treatment of social security trust funds, and a point of order against reconciliation measures providing for changes in the Old Age, Survivors and Disability Insurance program (title II of the Social Security Act).
