Summary

Humanitarian Assistance to the People of the USSR Act - Authorizes the Commodity Credit Corporation to guarantee $2,000,000,000 of credits under the export credit guarantee programs of the Agricultural Trade Act of 1978 for the former republics of the Soviet Union, including Lithuania, Latvia, and Estonia, if the President determines that: (1) the Government of the Union of Sovereign States and the Government of the Russian Republic have made a commitment to negotiate further joint reductions in nuclear forces; and (2) the Government of the Union of Sovereign States has made a commitment to adhere to a schedule for the withdrawal of its armed forces from Eastern Europe and Cuba.
