Summary
Retirement Check Delivery Assurance Act of 1989 - Amends the Railroad Retirement Act of 1974, the Federal Mine Safety and Health Act of 1977, and other Federal law to provide that if the usual delivery date falls on a Saturday, Sunday, or legal public holiday, then the following retirement benefit checks shall be mailed a day earlier than usual: (1) military retired and retainer pay and annuities based on such pay; (2) Federal employee retirement annuities; (3) black lung benefits; and (4) railroad retiree benefits.
