Summary
Allows payment of overtime to personnel employed in the Department of Agriculture, Animal and Plant Health Inspection Service if: (1) their duties are critical to the inspection services provided by the Department of Agriculture to assure wholesome food products, humane treatment of animals, and to control and eradicate animal and plant diseases; and (2) they are in positions in which overtime work may be required by emergency needs created by disease outbreaks or in which operating requirements cannot be met without substantial overtime work. (Amends 5 U.S.C. 5542(a))
