Summary

Agricultural Protection Cost Recovery Act of 1987 - Title I - Authorizes the Secretary of Agriculture to assess and collect fees for the provision of agricultural quarantine inspection services from each commercial aircraft or ship passenger and from each commercial aircraft, ship, truck, or railroad car. Requires travel ticket-issuers to collect and remit such fees to the Agricultural Quarantine Inspection User Fee Account (established by this Act) within a specified time. Establishes a late remittance penalty. Title II - Authorizes fee assessments for specified animal and plant import and export services, including disease control. Authorizes the Secretary to quarantine all imported animals (current authority is limited to swine and ruminants, and for disease-related purposes.) States that such fees and any late penalties and interest shall be paid by the persons for whom an activity has been performed. Authorizes the Secretary in case of nonpayment to: (1) place a lien on certain property; (2) after notice, sell such property; or (3) suspend services. Title III - Authorizes the Secretary to issue implementing regulations. Authorizes the Attorney General to recover assessments. Defines "person" for purposes of this Act.
