Summary
Amends the Higher Education Act of 1965 to permit exceptions to the payment of minimum wage rates under the college work-study program. Allows a lower than minimum wage rate, pursuant to criteria established by the Secretary of Education, if the lower rate is: (1) warranted by unusual circumstances; (2) consistent with the purposes of the college work-study program; and (3) at least 85 percent of the minimum wage.
