Summary
Castro Bailout Prohibition Act of 1999 - Amends the Foreign Assistance Act of 1961 to prohibit the use of foreign assistance funds to pay, in whole or in part, any debts incurred by the communist government of Cuba. Directs the Secretary of the Treasury to instruct the U.S. executive director of each international financial institution to use the U.S. vote to oppose any loan, assistance, or program the proceeds of which will be used to pay, in whole or in part, any such debts.
