Summary

Amends the National Defense Authorization Act for Fiscal Year 1991 to repeal provisions allowing actions against the United States for liability of Federal contractors for injury, death, or loss of property arising out of atomic weapons testing programs. Provides that the period beginning on October 19, 1984, and ending on the date of enactment of this Act shall not be taken into account in computing the authorized Federal or State statute-of-limitations period for such actions. Provides certain other extensions of such actions under applicable Federal law.
