Summary
Directs the Secretary of the Interior to sell to the United Water Conservation District, California, a loan made in connection with the Freeman Diversion Improvement Project within such District. Provides that, upon payment of the purchase price of such loan: (1) the District shall be relieved of all obligations under such loan; and (2) the Secretary shall convey to the District all rights and interests of the United States in the Project. Directs the Secretary, at least 60 days before entering into an agreement for the sale of such loan, to submit the agreement to the Congress for review.
