Amends the Trade and Tariff Act of 1984 to extend indefinitely the existing duty-free treatment of articles provided by the Max Planck Institute for Radioastronomy, Germany, to the Steward Observatory, Arizona. Directs the Secretary of the Treasury to admit duty-free large binocular telescope components, parts, and equipment provided by the Arcetri Observatory, Italy, and the Max Planck Institute for use by the Steward Observatory of the University of Arizona.
