Summary
Welfare Dependency Act of 1991 - Sets forth Government policy with respect to welfare dependency, with a goal of reducing welfare dependency to the lowest possible level while ensuring that children grow up in families that are economically self-sufficient. Directs the Secretary of Health and Human Services to submit an annual report on welfare dependency to specified congressional committees that attempts to identify predictors and trends of welfare dependency.
