Summary

Arms Control and Disarmament Amendments Act of 1989 - Amends the Arms Control and Disarmament Act to authorize appropriations for the Arms Control and Disarmament Agency for FY 1990. Makes the Deputy Director of the Agency responsible for administrative management, intelligence-related activities, security, and the Special Compartmental Intelligence Facility. Requires one Agency Special Representative to serve as representative at conventional arms control negotiations and the other as the chief science advisor to the Agency Director. Declares that: (1) the Secretary of Defense should provide to the On-Site Inspection Agency policy guidance formulated through an interagency mechanism established by the President; and (2) the Director of the Arms Control and Disarmament Agency should provide to the interagency mechanism appropriate recommendations for such guidance. Permits the use of appropriations for travel expenses of Agency personnel that continues beyond the end of a fiscal year.
