Amends the Brady Handgun Violence Prevention Act to revise the definition of juvenile to mean a person who is less than 21 (currently, 18) years of age, for purposes of prohibitions against: (1) the sale, delivery, or other transfer of a handgun or handgun ammunition to a juvenile; and (2) possession of a handgun or handgun ammunition by a juvenile.
