Amends the Federal Credit Union Act to exclude from the definition of "member business loan" an extension of credit made to a nonprofit religious organization (thus allowing any credit union, including one based on a religious organization, to sell to other credit unions, via a loan participation agreement, any loans to a religious organization, without counting them against the member business loan cap under the Credit Union Membership Access Act).
