Summary

Prohibits persons engaged in the transportation of crude oil or refined petroleum products from acquiring any crude oil producing or refining assets. Prohibits persons engaged in the production or refining of crude oil from acquiring any pipeline or transportation asset. Prohibits the Secretary of the Interior from issuing rights-of-way on Federal lands to persons in violation of the prohibitions contained in this Act. Prohibits retention of assets prohibited by this Act for more than five years after the enactment of this Act. Requires filing of reports with the Attorney General by persons subject to the provisions of this Act. Establishes procedures for enforcement of this Act. Imposes criminal penalties for violations of this Act. Authorizes recovery of treble damages in civil suits by persons suffering damages because of violations of this Act.
