Summary

Provides that an executive agency may not enter into any contract to provide services to an executive agency relating to a position of guard, elevator operator, messenger, or custodian unless the Civil Service Commission certifies that there are no qualified applicants available for appointment to that position. (Adds 5 U.S.C. 3111)
