Government Sponsored Enterprise Regulator Act of 1991 - Establishes in the Department of the Treasury the Office of Government Sponsored Enterprise Regulation to oversee the operations (with particular attention to capital standards, stress tests, and private credit rating agency evaluations) of the Farm Credit System, the Federal Home Loan Bank System, the Federal Home Loan Mortgage Corporation, the Federal National Mortgage Association, and the Student Loan Marketing Association.
