Summary

Amends the Harmonized Tariff Schedule of the United States to suspend, through December 31, 2004, the duty on stainless steel railway passenger coaches meeting specified requirements. Requires the liquidation or reliquidation of any such article that was entered, or withdrawn from warehouse for consumption, on or after April 1, 2002, and before the date of enactment of this Act, if the article would have had a lower duty rate as a result of this Act.
