Authorizes the Secretary of the Interior to convey all Federal right, title and interest in specified lands to the Pershing County (Nevada) Water Conservation District. Conditions such conveyance upon: (1) a recordable agreement, entered into by the District, which is satisfactory to the Secretary in form and legal sufficiency: (2) the District's adherence to its existing contractual and repayment obligations under specified contracts with the United States; and (3) the District's continued protection of water rights for the Humboldt project.
