Commodities Assistance Act of 1991 - Amends the Emergency Food Assistance Act of 1983 and the Hunger Prevention Act of 1988 to authorize the use of Commodity Credit Corporation funds during the first 90 days of each of FY 1992 through 1995 to purchase, process, and distribute additional commodities under the emergency food assistance program and to soup kitchens and food banks.
