Summary

Freedom of Information Improvement Act of 1991 - Amends the Freedom of Information Act to: (1) preclude consideration of records requested in connection with publication or other media through which information is disseminated as records requested for commercial use; (2) mandate limited fees for records requested by a person affiliated with an institution organized and operated for educational purposes for non-commercial use; (3) mandate that documents be furnished without any charge if disclosure of the information is in the public interest because such disclosure is likely to contribute directly or indirectly to public understanding of the Government and other matters of public interest and is not in the commercial interest of the requestor; (4) set forth limitations on national security, interagency memoranda, law enforcement, and financial institution exemptions; (5) redefine agencies subject to such Act to include the legislative branch, the office of President and Vice President, and the Administrative Office of the United States Courts; and (6) set forth requirements for statutes to exempt matters from disclosure under such Act.
