Summary
Establishes a fund on the books of the Treasury, which shall be administered by the General Services Administration, for advanced funding to activate boards, commissions, committees, small agencies and other Federal organizations established by act of Congress or by Executive order the funding of which is not otherwise provided. States that advances from the fund may be made for operating a Federal organization for a maximum period of one year. Authorizes to be appropriated without fiscal year limitation, as initial capital to the fund created by this Act, an amount not to exceed $3,000,000.
