Agency Accountability Act of 1980

Summary

Agency Accountability Act of 1979 - Requires the head of each Federal agency: (1) to transmit to each congressional committee having legislative jurisdiction over such agency an agenda which describes all rules under development or review by the agency; (2) upon receiving notification of the intent of such a committee to review a rule on such agenda, to submit to such committee a copy of such proposed rule; and (3) to transmit to each such committee a copy of any final rule which was not included in an agenda. Prohibits any such rule from becoming effective: (1) within 30 calendar days of continuous session of Congress after notice of the final rule is published or served in accordance with the Administrative Procedure Act; (2) within 60 such days after such a committee reports or is discharged from consideration of a joint resolution disapproving the rule or a bill modifying the rule; or (3) if such a bill or resolution is adopted by either House of Congress. Authorizes the chairmen and ranking minority members of such committees to waive such time and congressional review requirements if an agency head submits an application for waiver after determining that there is a compelling need for immediate promulgation of a rule. Declares that this Act shall take effect at the beginning of the Ninety-seventh Congress and shall lapse upon adjournment sine die of the Ninety-ninth Congress unless renewed prior thereto.
