Provides that the authorized plan for flood control for the White River Basin, Missouri and Arkansas is modified by the deauthorization of the Lone Rock Lake, Buffalo River, Arkansas, in recognition of the designation of the Buffalo River as a national river and the environmental concern and values expressed by the people of the State and nation concerning the preservation of such river as a national stream.
