Amends the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 with regard to real estate appraiser certification and licensing requirements to: (1) establish a $100,000 threshold for transactions requiring a State certified appraiser; (2) prohibit States from being required to have an experience requirement; (3) extend the implementation deadline; and (4) exempt rural areas from such requirements.
