Summary
Authorizes the head of an executive department, a military department, an agency, or an independent establishment in the executive branch to render emergency assistance to protect persons or property at any place where appropriate facilities and personnel of that agency are available and can be effectively utilized. (Amends 42 U.S.C. 1856b)
