A bill to add certain lands to the Redwood National Park in the State of California, to strengthen the economic base of the affected region.

Summary

Authorizes the Secretary of the Interior to acquire additional lands for Redwood National Park, California. Authorizes the Secretary to protect the Park by regulating activities on non-Federal lands upstream from the Park. Permits the Secretary to enter contracts or cooperative agreements with the State of California and other specified political subdivisions and entities for the purpose of rehabilitating the Redwood Creek watershed. Authorizes the appropriation of such sums as may be necessary from the Land and Water Conservation Fund for land acquisition. Directs the Secretary of the Interior to conduct an analysis of appropriate Federal actions that may be necessary or desirable to mitigate adverse economic impacts to public and private segments of the local economy, as a result of the addition of property to Redwood National Park. Directs the Secretaries of Commerce and Labor to apply existing programs in keeping with such goal pursuant to the study of the Secretary of the Interior. Empowers the Secretary of the Interior to appoint additional personnel to assist in carrying out programs for enhancement of Redwood National Park. Directs the Secretary to submit an annual report to Congress on specified aspects of the Redwood National Park and a comprehensive management plan no later than January 1, 1980. Authorizes the Secretary to make payments in lieu of taxes to local governments for lands taken for inclusion within Redwood National Park. Sets forth administrative procedures to be followed by the Secretary in implementing park protection and regulatory provisions. Permits any citizen adversely affected by the alleged failure of the Secretary to perform any duty under this Act to commence a civil action in Federal court without regard to the amount in controversy.
