Summary

Antitrust Enforcement Improvements Act of 1979 - Title I: General Provisions - States the purposes of this Act. Title II: Federal Trade Commission Act Amendments - Amends the Federal Trade Commission Act to authorize the Federal Trade Commission to bring civil suits to prevent or restrain unfair methods of competition in district courts of the United States only. Repeals the authority of the Commission to issue administrative complaints to prevent or restrain unfair methods of competition. Retains such authority to issue administrative complaints to prevent or restrain other unfair or deceptive acts or practices. Title III: Clayton Act Amendments - Amends the Clayton Act to require the Federal Trade Commission to institute prevention and restraint proceedings with respect to specified provisions of such Act only in equity in United States district courts (currently, the Commission may bring such complaints in administrative proceedings). Title IV: Savings and Transition Provisions - Applies the provisions of this Act to only Commission actions instituted after the date of enactment.
