Alu-O'Hara Public Safety Officers Health Benefits Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to require a ten percent reduction in Federal assistance to a State under the justice system improvement grant program unless public safety officers who are separated from service as a result of injuries sustained in the line of duty continue to receive at least the same level of health insurance benefits.
